Mr. Sulman
Hassan, Director International Marketing PSEB represented
Pakistan in Asia Source 3 held in Philippines.
Asia Source 3 meeting reinforces Asian Free and Open Source
Software movement
More than 150 Asian Open Source activists discuss latest
IT-tools for NGOs and SMEs in the Philippines Gathering ends
with knowledge sharing and plans to migrate to Free and Open
Source Software (FOSS) . Main Theme of Asia Source 3: Building
Capacities and Empowering Humanity through FOSS
Silang, Cavite. From November 7 to 12, 2009, Asia Source 3
gathered representatives from non-governmental organizations
(NGOs), small and medium sized enterprises (SMEs) and youth
networks to focus on the practical elements of Free and Open
Source Software (FOSS) deployment within an economic and
social context. Asia Source 3 is an innovative source camp
introduced to Asia by the United Nations Development Programme
(UNDP) through the International Open Source Network. Based on
TacticalTech Collective's source camp template, IOSN aims to
increase the awareness, integration and adoption of FOSS tools
in Asia. The gathering brought together more than 140
participants from 15 Asian countries (see below) in Silang,
located in Cavite, Philippines to build capacities to connect,
cooperate, and collaborate.
Asia Source 3 was jointly organized by UNDP's International
Open Source Network (UNDP-IOSN) through its ASEAN+3 Centre of
Excellence (Philippines) and InWEnt - Capacity Building
International (Germany) together with the Tactical Technology
Collective, Aspiration (USA) and The Centre for Internet and
Society (India). Funders include the Federal Ministry for
Economic Cooperation and Development of Germany (BMZ), the
ASEAN Foundation and the Open Society Institute.
Building a strong community is one of the main objectives of
the camp. Lemi Soares, a participant from Timor-Leste said,
“[In Asia Source 3,] we can have good relations with other
members. We can keep in touch, not only in this event but also
through the internet.” Asia Source campers were encouraged to
socialize and develop friendships to help them slowly build
their very own network of open source enthusiasts throughout
their 6-day stay and beyond. By the camp’s last day, November
12, a strong & bonded community was evident as they present
their final presentations on what knowledge they have acquired
in Asia Source 3.
“We believe that the continuous strengthening of the Free
Software community through source camps like this contribute
to a more open collaborative environment,” Dr. Alvin Marcelo,
Director of the International Open Source Network in Southeast
Asia, said. He explained that the rising demand for open
source software is unstoppable throughout the region; “The
challenge now is how to harness all those numerous activities
into a coherent whole”, he said. FOSS stands for independence
of expensive commercial software licences and international
software manufacturers. It stands for high stability and
dependability of its systems. And it especially stands for the
adaptability and possibility for development of these systems
as they concern the needs of the local economy. Particularly
for SMEs, FOSS therefore holds considerable promise: As it is
adaptable to local needs and languages, it can help to grow a
local service industry.
In the tradition of the previous Asia Source camps held in
Bangalore, India in 2005 and Sukabumi, Indonesia in 2007,
conference resource person Allen Gunn, also Asia Source 3 head
facilitator, stated, “We try to create an environment of
collaboration and community. No keynote speakers, panels, no
powerpoint slides; Instead, we set-up mini-discussions.” This
approach made sharing of knowledge and developing
relationships an easy task - creating opportunities to broaden
expertise, forge new ideas and connections. Asia Source 3’s
emphasis was on building capacity amongst existing
practitioners from both the technical and content end of the
spectrum. It encouraged the creative use of FOSS as a viable
option to maximize the impact of information practices within
the projects and initiatives in the region. This year’s event
particularly dealt with the topics of managing and
broadcasting information through FOSS. It further demonstrated
how to migrate from proprietary software to FOSS as well as
how to easily and efficiently use the FOSS tools.
Asia Source 3 was also the official highlight of five years of
regional FOSS support by InWEnt in Southeast Asia. Balthas
Seibold, Senior Project Manager of InWEnt has declared, “We
are honored to be part of this movement through our training
and network program it@foss, of which AS3 is a culminating
point“. Overall, InWEnt trained and connected more than 1000
experts from Indonesia, Cambodia, Laos, Vietnam and the
Philippines in more than 30 training courses. it@foss main
focus has been on building local Open Source competence and an
IT service industry in order to foster sustainable economic
development in Southeast Asia.
Asian countries represented in Asia Source III include
Bangladesh, Burma, Cambodia, China, India, Indonesia,
Kyrgyztan, Laos, Mongolia, Pakistan, Philippines, Sri Lanka,
Thailand, Timor Leste, Vietnam.
